On August 11, 2026, OpenAI’s international rollout caught up with a promise it made back in May: Mexico, Brazil, and South Korea went live, joining the United Kingdom and Japan as markets where ChatGPT now shows sponsored placements inside its answers (Digiday, Modern Retail, and Tech Insider, 2026). One week later, OpenAI shipped a far bigger move: ads across 31 European countries.

The ChatGPT ads rollout, market by market
ChatGPT Ads started as a single-country pilot in February 2026 and reached 40 markets in about six months. Every figure below is dated and sourced.

Every market on this table shares two rules. Ads appear only on the Free and $8-per-month Go tiers, never on Plus, Pro, Business, Enterprise, or Education. And OpenAI states that ad placement never changes the underlying answer ChatGPT generates, only what appears in the labeled block beneath it.
Self-serve buying is not universal yet, either. The United States moved to a self-serve auction on May 5, 2026, cutting the minimum spend from $200,000 to $50,000. Europe launched without that option: European campaigns route only through OpenAI’s Ads Solutions team, agency partners, and technology partners for now, with self-serve access promised “later this summer.”
How much of a ChatGPT answer is already sponsored
According to Otterly.AI’s 2026 research, cited in Tech Insider’s rollout tracking, 76.4% of ChatGPT shopping-intent prompts now return a sponsored product result. That is the highest ad density of any query type OpenAI has shipped inventory against so far.
Vertical matters even more than query type. Finance and insurance prompts run higher still, at 85.9%, the highest of any industry Otterly.AI measured, a pattern consistent with how aggressively banks, insurers, and fintech brands bid for a high-value shopper. Healthcare sits at the other end, at 42.3%, the lowest of any measured industry, consistent with OpenAI’s continued caution around health-adjacent topics even after it loosened some advice-content restrictions in April 2026.

Read those three numbers together and a pattern shows up: the higher the purchase intent and the customer lifetime value, the more often OpenAI has already sold that slot to an advertiser.
What changed on August 11: the second wave completes
OpenAI first named Mexico, Brazil, South Korea, the United Kingdom, and Japan as its next expansion wave on May 7, 2026, promising a launch “in the coming weeks.” The United Kingdom landed first, going live in early June with rep-sold inventory only. Japan followed on July 3, reaching an 18.8% ad-penetration rate within days of launch. Mexico, Brazil, and South Korea took longer: they confirmed live on August 11, 2026, more than three months after the original announcement (Digiday, Modern Retail, and Tech Insider, 2026).
That gap between announcement and launch matters for planning. If your team assumed a market was ad-free because OpenAI had only “announced” it, August 11 is a reminder to check the live status directly, not the press release date.
The EU rollout: 31 countries, unpersonalized at launch
On August 18, 2026, OpenAI announced its largest single expansion yet: ChatGPT Ads in 31 European countries, including Germany, France, Spain, Italy, Sweden, Norway, Denmark, the Netherlands, and Austria, going live the following week on August 24, 2026. That brought OpenAI’s total footprint to 40 markets, a scope confirmed in OpenAI’s own announcement.
The EU rollout ships with a different default than every earlier market on the table above. OpenAI’s ad policy, updated on June 8, 2026 to meet GDPR consent standards, requires an explicit opt-in from Free and Go tier users before it will show them personalized ads. Users who do not opt in still see ads, but only contextual ones, built from “limited information” such as the topic of the current conversation, location, and time, not browsing history, past chats, or advertiser-provided profile data. In practice, ChatGPT Ads launched across Europe unpersonalized by default, the opposite of how the US pilot started.
Self-serve access was not part of the EU launch. European campaigns run only through OpenAI’s Ads Solutions team, agency partners, and technology partners at the outset, with self-serve Ads Manager access expected later in the year.
Where each AI engine stands on in-answer ads
ChatGPT is, as of 2026-09-06, the only one of the five major AI engines selling placements inside the generated answer itself.
